Herr Ahlers has not reported this setting from his large collection and I have seen no other 221 type layout from any other state. It is distinctive in that the letters are not seriffed. The one example I show is a clipping from normal commercial mail. 


Here is the same setting but used to handstamp a joined pair of 5p stamps that also seem to be postally used but with a very faint postmark, and is still on a fragment of envelope. The problem here is that there is  no requirement to use more than one adhesive of value 5p to pay the tax. While one can accept that the handstamp may have been used to stamp two adhesives at a time, only one of them was needed to pay the tax on a postal item. But people do make mistakes...
